Film synopsis: In the deepest province of Schleswig-Holstein, Horst Köpper, who is called "Köppe" and who has just graduated from police academy, is let loose on the underworld which he encounters in the form of a friendly car thief and eventually – a sensation in the countryside – in the form of mysterious cow slayings. Furthermore, Köppe has to deal with his colleague Nina. Although he has cast an eye on her, she is not really returning his affection. Thus, Köppe takes to alcohol and thus gets in conflict with his own guild. However, in the end he is going to master all the tests in his own way.
