The film mainly shows monarchs, including the Austrian Emperor Franz Joseph I at a military parade in Vienna in 1910, the Austrian Archduke Franz Ferdinand walking in the park at Reichenau, the German Emperor Wilhelm II visiting the zoo and then on a state visit to Constantinople in 1917, and the Russian Tsar Nicholas II decorating soldiers. The compilation also includes footage of an internment camp in Berlin-Ruhleben, Field Marshal Paul von Hindenburg, and a practice firing by a Russian cavalry unit in 1910. It is still unclear who compiled this material on a film reel and with what intention.
