Two Cologne cops, Docker and Dretzke, love their jobs, even if they´re at the bottom of the hierarchical ladder. Their secret weapons are patience and an incorruptible instinctiveness. They fight crime with tricks and ruses that seldom work off duty and especially not in their sex lives.

Their new case involves a beautiful photographer who wants to make a photo reportage about their work. But this is only an excuse to be able to snap megastar Phil Collins allegedly visiting a brothel. In order not to look like two total duds, they manage to get hold of the films, have them developed secretly, and destroy the negatives. But their damage control gets them into even more trouble because the Chief of Police personally orders the negatives to be handed over to Phil Collins. But how to give somebody something that doesn´t exist?
