Mostar, summer 1994. Two civil wars in three years have destroyed the town and torn it apart. At first the Croats and Muslims defended it against the Serbs, and then the Croats were shooting at the Muslims. Now the Western part is Croatian and the Muslims are living in an enclave in the Eastern half.
Between them is an invisible wall with a border crossing that the people call Checkpoint Charly. The peace at the border is deceptive, the peace is fragile and only possible thanks to international pressure. The German Social Democrat Hans Koschnick was appointed as an administrator for the town by the European Union. He was given the task of supervising the reconstruction of the destroyed community during a period of two years. Koschnick is accompanied during this time by Mirjam Quinte and Pepe Danquart. They report of the attempt to revive a town. While the rubble is cleared, the ethnic cleansing continues in the town′s various quarters and Mostar′s division is reinforced. Postwar time is prewar time.
