A shipwrecked African comes into the care of the uniformed mermaid "Germine Identity Card", who is guarding the sea from her wooden observation post. The decadent, irresponsible border officer takes the African with a military aircraft to a refugee camp on the nearby island. There he is disinfected and flushed together with other refugees and other waste back to sea, allegedly to Europe.
