Summary
The film agitates against the occupation of the Rhenish-Westphalian industrial area by French and Belgian troops in 1921. Shots of busy industrial plants are followed by images of French soldiers - including some photographs - and finally of German industrialists arrested by the occupiers for their policy of refusal. At the end, the film shows a mass rally as well as individual workers symbolizing the "defensive struggle". Intertitles evoke the unity of the people against the occupation.
